Srinagar: The Enforcement Directorate searched 13 locations in Srinagar and Baramulla districts on Tuesday in a terror-funding case.

The agency's Srinagar office said the searches relate to activist Khurram Parvez, the J&K Coalition of Civil Society and the Falah-e-Aam Trust.

Most of the premises belonged to relatives and associates of Parvez. The Falah-e-Aam Trust is run by his uncle, Mohammad Ahsan Rather, according to officials.

Among those under the scanner are Firdous Ahmad Dar, a former employee of a foreign mission in Delhi, and his wife Rafia Hassan.

Parvez has been proceeded against under the Unlawful Activities (Prevention) Act. The National Investigation Agency arrested him in November 2021 and filed a chargesheet in 2022. He was granted bail in April 2024.

On March 21, 2025, the ED attached assets worth over Rs 21.11 crore in the case. These included land worth about Rs 15 crore, six residential properties in Delhi and Srinagar, jewellery, bank balances and a 2016-model Honda City.

The agency had earlier searched 15 locations on August 12, 2025, and seized Rs 1.61 crore from an Apple store in Srinagar.

The ED's case is that funds collected in the name of the organisations were, in some instances, routed in ways unconnected to their stated purposes.

The allegations have not been tested in court. Officials said the investigation is continuing.

The searches are likely to reopen the debate over how civil society organisations in the Valley are funded and audited.

The agency has not said what it seized on Tuesday, or whether anyone was questioned.
