About this scheme

The scheme “Samrudha Krushak Yojana” has been introduced by the Government of Odisha. It aims to address the rising costs of paddy cultivation and to support farmers through assured input assistance. Paddy is the dominant crop in the state and a major source of livelihood for farmers. Under this scheme, registered paddy farmers selling grain through the official procurement system and registered seed growers selling certified paddy seeds receive enhanced payments that include both Minimum Support Price (MSP) and input assistance. The scheme is implemented through the existing paddy procurement mechanism of the Food Supplies & Consumer Welfare Department, Odisha State Civil Supplies Corporation Limited, and Odisha State Seeds Corporation Limited. Payments are made directly to farmers’ bank accounts. The scheme aims to strengthen production, productivity, and farmers’ income while supporting sustainable and resilient agricultural practices.

Objectives

  • To increase sustainable food grain production in the State.
  • To promote new technologies in crop production.
  • To encourage climate-resilient agricultural practices through stress-tolerant varieties.
  • To increase the production and productivity of paddy.
  • To assist farmers in investing in quality seeds, fertilizers, pesticides, farm machinery, and other inputs.
  • To encourage farmers’ participation in seed production activities.
  • To increase farmers’ income and improve their socio-economic status.

How to Apply

Online

Step 1: Farmer Registration in the Official System

  • Paddy grain farmers must register under P-PAS (Paddy Procurement Automation System) through the Food Odisha system. {P-PAS Registration - https://ppas.pdsodisha.gov.in/farmerVerification} - Paddy seed growers must register under OSSOPCA for seed certification. {OSSOPCA Registration - https://wf.ossopca.nic.in/}
During registration, the farmer must ensure:

  • Aadhaar number is correctly entered

  • Bank account details are active and Aadhaar-linked

  • Land details (Plot number, Khata number, village) are correctly recorded

Step 2: Once the registration is complete, the Food Supplies & Consumer Welfare (FS & CW) Department initiates a verification process to confirm the farmer's identity, the cultivated land details, and the actual paddy cultivation status. For seed growers, the department further verifies their registration under OSSOPCA and checks seed production details against the Threshing Certificate issued by the agency. Only after this rigorous verification are farmers allowed to proceed under the scheme.
Step 3: Sale of Paddy or Paddy Seeds through Approved Channels

  • For Paddy Grain Farmers: The farmer sells paddy at mandis/procurement centres operated by Odisha State Civil Supplies Corporation Limited or other agencies approved by the FS & CW Department. The Paddy is weighed, graded, and officially recorded in the procurement system, and the quantity sold is digitally captured under the farmer’s P-PAS profile. - For Paddy Seed Growers: The farmer sells certified paddy seeds to Odisha State Seeds Corporation Limited. The Seed quantity is accepted based on OSSOPCA certification and OSSC requirements & then the OSSC shares seed procurement data with OSCSC for cross-verification.
Step 4: In cases where a farmer acts as both a seed grower and a grain seller, a specific determination of eligible quantity is conducted to avoid duplication. The quantity sold as seed is confirmed through the OSSOPCA Threshing Certificate, while the quantity sold as grain is decided based on the procurement yardsticks notified by the FS & CW Department. Data, including the farmer's Aadhaar and land details are shared between OSSC and OSCSC to ensure that only the verified, eligible quantity is used for the input assistance calculation.
Step 5: The Calculation of the benefit amount is then based on verified sale records:
  1. Paddy grain farmers are entitled to ₹3,100/- per quintal, which includes:
    - Prevailing Minimum Support Price (MSP) & Input assistance under Samrudha Krushak Yojana
  2. Paddy seed growers receive:
- Procurement price = MSP + **30**% - Plus input assistance calculated as ₹**3,100**/- **minus prevailing MSP**

The benefit amount is calculated automatically by the procurement system—no separate claim is required from the farmer.
Step 6: To facilitate the disbursement, the implementing agencies - OSCSC and OSSC place fortnightly fund demands to the Director of Agriculture & Food Production, Odisha. These fund releases are strictly based on actual procurement data captured during the sale process. Both corporations are responsible for maintaining detailed and transparent expenditure records for all input assistance provided to the farmers. Once the funds are released, they are transferred directly to the applicant's bank account. The applicant receives payment without any middlemen or manual application.
Step 7: The final stage involves post-disbursement monitoring and accountability. OSCSC and OSSC are required to submit utilization certificates to the Director of Agriculture & Food Production within one month of the fund disbursement. The entire scheme remains subject to audit under the prevailing financial rules and regulations of the State Government, though farmers are not required to submit any individual utilization reports.
